CHARLES M. ROWLAND II DAYTONDUI.COM Charles M. Rowland II maintains an established DUI practice, representing the accused drunk driver in Dayton, Ohio and throughout the Miami Valley. An attorney since 1995, Charlie has worked to earn more credentials than any attorney in his field and has garnered the respect of the legal community. Practicing DUI defense exclusively since 2005, he proudly says, “All I do is DUI defense.” Charlie was raised in Beavercreek, Ohio and graduated from Beavercreek High School in 1988. He went on to attend Wright State University where he graduated magna cum laude in Political Science with a minor in Sociology/Criminology. He was named a University Honors Scholar and received Departmental Honors completing his thesis on Eighth Amendment Proportionality. While at Wright State he received an Academic Letter for captaining the National Mock Trial Team where he won numerous “Best Attorney” awards. He was also selected Wright State Student Ambassador to the People’s Republic of China. He graduated in 1992. Charlie attended law school at Ohio Northern University on the H.E. Ashcroft Scholarship. While at ONU he was a visiting scholar at the University College London, Bentham Faculty of Laws. He interned at the Meigs County Prosecuting Attorney’s Office in Pomeroy, Ohio and served as an Associate Justice in the ONU Moot Court Program. Charlie participated in the 1993 National Tax Moot Court Competition where he and his team were finalists. He graduated in the top 25% of his class and was an Order of Barristers recipient. He passed the bar in 1995. In 1995, Charlie began his career at Cox & Keller in Xenia, Ohio practicing criminal law, appellate law and complex civil litigation. Early in his career he served as an arbitration hearing officer and acted as a special prosecutor on behalf of the Greene County Prosecuting Attorney’s Office. In 1999, he served as the acting Xenia City Prosecutor managing all civil and criminal prosecutions including DUI prosecutions. While serving in this capacity, he “became convinced that the “War on Drugs” including zealous DUI prosecution was a mistake and that we were doing more harm than good.” After leaving this position, Charlie became a speaker for NORML and for LEAP (Law Enforcement Against Prohibition) and spoke throughout Ohio as an advocate for reform. Charlie has always made giving back to his community a priority. From 1999 to 2007 he served on the Board of Greene County’s Mental Health/Drug & Alcohol Treatment provider. His efforts on behalf of the board earned him the 2004 Ohio State Bar Foundation Community Service Award for Lawyers 40 and under. In 2001, he was elected to serve his first term on the Beavercreek School Board. His time on the school board was highlighted by being a co-recipient of the 2006 Beavercreek Chamber of Commerce Public Education Award. He also helped fund a renovation to the Beavercreek High School athletic stadium and the building of Coy Middle School. He left this position in 2008 to write and edit Anderson’s Ohio Civil Practice with co-editors Judge Timothy Campbell and Judge Steven Wolaver. Charlie was named to the Board of Directors of Greene C.A.T.S. in 2015. He was given the distinction of being chosen a member of the Ohio State Bar Foundation and later the American Bar Foundation. Charlie is a member of the Greene County, the Clark County, the Montgomery County, the Ohio State and American Bar Associations. DUI CREDENTIALS AND EXPERIENCE In 2005, Charlie left Cox, Keller & Rowland to found what is now Babb, Anderson Rowland & Smith, LLC, Greene County’s largest private law firm. He decided to dedicate his practice exclusively to DUI defense. DaytonDUI was born! In 2005 Charlie became a member of the National College for DUI Defense and attended an intensive DUI seminar at Harvard University. He was certified in the operation, diagnostic verification and calibration of the BAC Data-Master breath testing instrument. In 2007, Charlie became the first private attorney certified on the Intoxilyzer 8000 breath test machine. He continued his learning in 2007 by being the first attorney in the country to earn a Forensic Sobriety Assessment certification which requires proficiency in the scientific principles and research relating to sobriety testing in a DUI stop. Charlie was a contributor on the ‘Brews Brothers’ radio program on WHIO, the contributing attorney to the Xenia Gazette’s “Ask an Attorney” column, is a recurring guest on “The Law and You” which appears on Dayton Public Access TV and is a frequent speaker and lecturer. Since the DaytonDUI blog began, Charlie has written over 1,800 articles on DUI defense. In 2009 the DaytonDUI blog was chosen for inclusion in the prestigious American Bar Association Journal of Legal Blogs. It was also in 2009 that Charlie began teaching at the Greene County Peace Officer Training Academy conducting twice-yearly mock DUI motions to help cadets prepare for real-life DUI stops. Charlie continued his DUI credentials in 2010 by attending the same NHTSA sponsored field sobriety test class as police officers attend. The Impaired Driver Detection (Student) class gives Charlie the ability to say that he is as qualified as any law enforcement officer to administer and evaluate the standardized field sobriety tests. In 2011 he was the featured speaker at the Dayton Bar Association on the topic of Evidential Breath Testing and the adoption of the Intoxilyzer 8000. Charlie was honored to be one of only two DUI defense attorneys chosen to speak at the Ohio Prosecuting Attorney’s Municipal Law Institute in 2012 and was named an AVVO “Client Choice” for DUI defense. 2012 also saw him named a Super-Lawyer. He has held a perfect 10/10 and Super-Lawyer status since that time. He was featured as a “Top DUI Attorney” in both Time Magazine (August 12, 2013) and Car & Driver Magazine (May 2013). In 2014, Charlie became a founding member of the National DUI Lawyers Association. Charlie was also one of the first attorneys in Ohio to train in the Drug Recognition Expert Protocol, completing that course in 2014. Charlie was named the “State Ambassador to the American Association of Premier DUI Attorneys. In 2017, Charlie completed training to “grade” police officer performance by completing the National Highway Traffic Safety Administration (hereinafter NHTSA): Principles and Techniques of Training in Standardized Field Sobriety Testing (The SFST Instructor Training School). In 2020, Charles Rowland was named one of the “TOP 100 Criminal Defense Attorneys” by the National Trial Lawyers.
